HyperText Markup Language is the core of every Webpage, the actual content.  Tags are required to describe the content. its actually make sense to talk about HTML and CSS, as they were one. You can work with only HTML, without CSS, but it doesnt make sense, nowadays fancy websites are mandatory to catch the attention of the visitor and that is only possible when you add CSS.

Cascading Style Sheets (CSS) is a simple mechanism for adding style (e.g., fonts, colors, spacing) to Web documents.

HTML creates those Web documents and through adding CSS, you are able to adjust the different elements, gave them a special style like you want it. That’s the reason most of the time you will find HTML/CSS in the literature.

To create an interactive webpage, JavaScript is necessary.  Interactive means to react on the input of the user.

JavaScript is the programming language that you use to add interactive features to your website, for example games, things that happen when buttons are pressed or data is entered in forms, dynamic styling effects, animation, and much more

To conclude, with all these tools combined, it is possible to create an awesome webpage. You create the structure with HTML, add styles through CSS and continue with interactive parts with Javascript.
